The highlights:
The first 2 tests for BSE were positive.
The third test was negative.
The third test was NOT a Western Blot test, which is the so-called "gold standard" test - it was an IHC. Supposedly, one of the first 2 test that came back positive was also an IHC.
IHC does yield false negatives, but I don't have the percentages handy.
The previous cases of initial "inconclusive" tests since the USDA started its (allegedly) expanded version of testing had their negatives confirmed by Western Blot, not IHC.
There is not way to guarantee that the third test was conducted on the same portion of brain tissue as the first 2 tests. BSE does not attack all brain tissue on the same schedule; it starts in one area and spreads.
